Counts of West Francia

Counts could no longer be hired or fired at a whim; they could pass down their office to their children and were now independent operators. Counts now begin to takeover the royal estates within their counties transforming them into their own personal properties, the stop passing along the fines and taxes that they collect within their counties keeping the revenues for themselves, Counts takeover the power of ecclesiastical appointments naming their favorites to these positions to strengthen themselves. Counts establish their own law courts and pass their own sentences. The process by which the King lost power and his nobles gained power is called the devolution of power.
Dukes of East Francia

By 900 CE there were roughly 30 counties being operated in this manner in West Francia alone, some of the counts had grown strong enough to forbid the king from entering their lands. In East Francia royal official also begun to takeover powers and responsibilities previously reserved for kings. We see the same actions, appointing clergymen, passing sentences, keeping revenues for themselves. The process of devolution was less severe in East Francia with Dukes taking power as opposed to Counts. A Duke was an official in charge of a territory encompassing many counties. This distinction helps prevent East Francia from fragmenting into as many units as West Francia. East Francia only had six independent Duchies.

The Genesis of France and Germany Introduction

As the Carolingian dynasty died out and was replaced in East and West Francia they were replaced by the Holy Roman Empire and the Kingdom of France respectively. As the dynasty collapsed they began to lose power to royal officials namely Bishops, Dukes and Counts. Charlemagne and Louis had the right to hire and fire counts who were accountable to their rulers. After the death of Louis the Pious the Counts start to become more power, the established Carolingian practice was to grant only one County to a Count to ensure that a single count could not amass the resources to defy the King. As dynastic civil war broke out the Carolingian dynasts found themselves granting multiple counties to noblemen to secure not only their loyalties but also their participation in future wars. Even more foreboding for the Carolingian Kings was that the office of Count became hereditary in the late 9th century CE.

Conclusion
Charles the Fat did arrive in 886 CE several months later and paid the Vikings Danegeld and allowed them to move further inland to attack burgundy. The Franks were horrified by this. They expected the Emperor to battle his enemies like his name sakes Charles Martel and Charlemagne. There were several attributes that detracted from Charles the Fat namely his ineffectiveness, his recurring and incapacitating headaches and most of all the fact that he did not have any heirs.
A band of noblemen got together and deposed Charles the Fat who died one year later. The Carolingians disintegrated in the 9th century CE they were discredited by their civil wars and inability to respond to the Viking attacks. Their empire fractures and never recovers to their former prominence. They are replaced after 987 by the Capetians in West Francia and the Ottonians in 919 CE in East Francia.

Carolingian collapse

There was a brief window of opportunity where it appeared as though the Carolingians were going to rebound. In the 880s a large number of Carolingian rulers died off leaving one heir left. In 884 a west Frankish King Charles III the Simple, younger son Louis II the Stammerer came to the throne. The nobility of West Frankish did not want a regency for the Charles III because of the Viking attacks. They decided to elect Emperor Charles the Fat of East Francia as their King. Charles the Fat was the son of Louis the German, a grandson of Louis I the Pious and Great Grandson of Charlemagne. He becomes Emperor of the entire Frankish Empire in 885 CE. High hopes were placed in Charles the Fat. In 885 CE the Vikings besieged Paris, Paris at the time was defended by a Count Odo of Paris, who decided to holdout against the Vikings rather than pay the Danegeld. Count Odo sneaks out of Paris and begs Charles the fat to come to Paris’ aid Charles the Fat tells Count Odo that he will ride out with the Carolingian Army and do relieve Paris. Count Odo buoyed by this returns to Paris where he encourages his supporters with news that the Emperor will come with an army.

The Treaty of Verdun

Louis the German and Charles the Bald won out in the Treaty of Verdun and Lothaire lost out giving away major concessions to his brothers. The political dimensions of the treaty gave rise to the division of Europe between France and Germany and a middle region that is half both that both will fight over for the next millennia. Another component of the treaty concerned the Imperial title and the hierarchy of the brothers’ kingdoms.
Louis the Pious had intended for Lothaire to serve as both Emperor and hegemon of the Frankish world. Under the terms of the treaty of Verdun Lothaire has no say or control over his brothers’ Kingdoms. The Imperial title was now an empty personal honorific that conveyed no jurisdictional power. It still has prestige but not much else. The result of the treaty of Verdun is that western Europe after the fall of the Western Roman Empire and the Collapse of the Carolingian Empire does not develop into a single unitary empire with one ruler but fractures into a set of smaller independent kingdoms.
The creation of three contemporary Kingdoms complicates the Carolingian world furthermore the number of kingdoms kept changing, due to inheritances and reunifications. In 855 Lothaire died and his kingdom was divided between East Francia and West Francia after another civil war. The relations between East Francia and West Francia were often hostile. Which added to the feeling of despair during this time. The Carolingians spend most of their time fighting each other and not cooperating to meet the Viking threat. The dynasty also fights over the imperial title though by this point it was a hollow honorific.

Rebellion against Lothaire

As the Emperor grew older the situation grew more tense and the likelihood of full scale civil war loomed large. In 838 CE Pepin died which freed Louis the Pious to grant Aquitaine to Charles the Bald his son by Judith. This solution does not satisfy everyone Pepin had fathered two sons named Pepin and Charles. Pepin’s brothers claimed that his sons should inherit his lands not Charles the Bald.
After Louis died in 840 CE his sons went to war to settle the issue if their inheritances. Lothaire moved first striking out at Charles who had inherited Aquitaine. Charles the Bald and Louis the German forge a protective alliance with one another to defend against the actions of Lothaire.  The brother met at the Battle of Fontenoy which was a bloody stalemate which favored the younger brothers. The franks were horrified by the battle because so many franks had died at the hands of other franks. In 842 Louis the German and Charles the Bald met personally and swore oaths of fealty at Strasbourg. The Oaths of Strasbourg were written down and offer an extraordinary look at the Old French and Old German. The Frankish Civil war came to an end with the Treaty of Verdun in 843. The Treaty of Verdun divided the Carolingian Empire into three equal parts, The Westernmost portion or west Francia went to Charles the Bald, The Central Kingdom known as Middle Francia or Lotharingia after Emperor Lothaire and the easternmost portion East Francia which goes to Louis the German.

Rebellion Against Louis the Pious

In 830 Lothaire and Pepin accused Judith of infidelity and claim that Charles is a bastard. They succeed in imprisoning both Judith and Louis the Pious in monasteries. Lothaire also puts the Ordinatio Imperii into effect dividing the Empire between him and his brothers. Charles is shut out as it made no provisions for him.
Louis and Pepin shortly afterwards became disgruntled with Lothaire’s actions and their inheritances. They broke their alliance with Lothaire and freed Louis the Pious. They hoped that their father out of gratitude would increase their inheritances. He does not. Louis the Pious restores everything to before his incarceration but neither punishes nor rewards his sons. In 833 his older sons rebelled again arrest him and imprisons him again. This time Pepin and Louis take the momentous step of double crossing Lothaire again releasing Louis the Pious again after ten months. Louis the Pious again does not reward or punish his sons, up to this point no major battles had been fought. The events revolved around controlling the actions and movements of the Emperor.

Carolingian Civil Wars

This results in a fierce and complicated rivalry that further paralyzes the Carolingian Empire at the exact moment that the Viking attacks are becoming more and more severe. Frankish noblemen added fuel to the fire and back and supported various heirs of Louis to suit their own needs. The Franks had not expanded since 804 the nobles had wanted to receive new lands and profit from their military skills. Civil War offered the Frankish nobility the opportunity to acquire new lands and profit at the expense of their fellow noblemen. They could expect to at least to bargain their support for new gains vis-à-vis- with one of the claimants. The situation was further complicated by the disproportionate inheritances of Louis the Pious’ children by his first marriage as the younger brothers were fluid in their ambitions, goals and alliances.
Matters came to a head in 829 when Louis the Pious gave Charles an inheritance; there is a dispute among scholars regarding the permanency of this grant to Charles. It seems to have been a grant valid only the lifetime of Louis the Pious. The elder brothers saw this as a bad omen the revolt against their father.

Carolingian Dynastic Luck

Another feature of Carolingian success was Dynastic luck. The Frankish Kings divided their territories among their sons. The Carolingians escaped this during their empire building phase because only heir survived to succeed his father. Carloman died shortly after his father Pepin the Short. Charlemagne succeeded with little fuss and no Frankish civil war erupted. When Charlemagne died in 814 he was succeeded by his only living son Louis the Pious, who originally was set to inherit the Aquitaine. In 810 Charlemagne still had three living sons and accordingly made plans for each son to inherit a portion of his empire disaster was averted due to the deaths of two of Charlemagne’s sons Charles the Younger his heir to the Frankish kingship and Pippin his heir the Italian Kingship. The Carolingians escaped the destructive episodes of dynastic civil wars to luck. This luck ran out at the death of Louis the Pious in 840 CE, Louis the Pious who is also the first French king named Louis,  left behind a 4 of sons, three by his first wife Ermengarde Lothaire, Pepin and Louis the German.

The Collapse of the Carolingian Empire Introduction

During our last discussion on the Carolingian Empire we noted how the Viking attacks of the 9th and 10th centuries left the Carolingians in a very weakened state. In the generation after Charlemagne’s death his most prominent grandchildren signed the Treaty of Verdun which in many ways gave birth to modern Europe. While the treaty of Verdun is regarded as the beginning of early modern Europe it was also the death knell of the Carolingian Empire.
As discussed previously under the reigns of Charles Martel, Pepin the Short and Charles the Great (Charlemagne) the Carolingians had succeeded in securing their control over the Franks, who in turn under the Carolingians had succeeded in expanding the Frankish Kingdom at the expense of their neighbors.

SNOWY OWL It is a large white owl having yellow eyes and a black beak. It is native to Arctic regions in North America and Eurasia. Both males and females are white with a little difference that females have more flecks of black plumage. Mostly the habit of owl is sleep during the day and hunt during the night but the snowy owl is active during the day especially during summer times. Эндаумента МГИМО
3 декабря Эндаумент МГИМО объявил победителей ежегодного конкурса грантов. В списке грантополучателей оказался и Клуб права ЕС и ЕАЭС с проектом Межвузовской Модели Совета Европы. •
По результатам конкурса победителям были вручены грамоты Эндаумента МГИМО. На данный момент Клуб ведет работу по началу реализации проекта Модели в сотрудничестве с Эндаументом.
Проект Межвузовской Модели Совета Европы планируется как площадка, на которой студенты из разных вузов России смогут познакомиться с деятельностью Совета Европы, почувствовать себя частью рабочего процесса, продемонстрировать свои навыки во владении языком, дипломатии, праве и ораторском искусстве. •
Модель рассчитана на межвузовское сотрудничество и участие студентов не только из университетов города Москвы, но и из других регионов России. •
Клуб права ЕС и ЕАЭС выражает благодарность Эндаументу МГИМО за предоставленную возможность реализации такого масштабного проекта.
