Bay Area is one of the wealthiest metropolitan regions in the world and should be able to provide stable, decent, and affordable housing for all of its residents. Instead, a continued reliance on the for-profit market has resulted in an acute housing affordability crisis, with no end in sight. But it does not have to be this way.

Urban Habitat and the East Bay Community Law Center are thrilled to release a new report, Rooted in Home: Community-Based Alternatives to the Bay Area Housing Crisis. The report highlights examples of long-term solutions to the housing crisis, all rooted in permanent affordability and democratic community control. It includes cases studies of models developed by organizations such as OakCLT, East Bay Permanent Real Estate Cooperative (EBPREC), and The Village, among others. It also gives specific policy recommendations that decision-makers and advocates should push for at the local and regional levels.

When we published our first edition of Gilded Giving in 2016, charitable revenue in the United States was already growing at a remarkable pace. As of 2018, total U.S. giving has been on a strong upward trajectory for nine years, ever since the economy emerged

from the 2007-2009 recession. At the time, we raised concerns that these unprecedented levels of giving masked a troubling trend: that charity was becoming increasingly undemocratic, with organizations relying more and more on larger donations from smaller numbers of wealthy donors while receiving shrinking amounts of revenue from

donors at lower-and middle-income levels. Charity has, if anything, become even more top-heavy in the two years since our original report. The trend has been starkly driven home by the increasing influence of a tiny group of mega-philanthropists, many of whom made their fortunes in the technology sector, who have been setting up funds worth hundreds of millions or even billions of dollars, dedicated to the causes that matter most to them.

For much of the 20th century, economists projected that the disparities between regions—including differences in wages, unemployment, and business formation patterns—would dissipate as the economy grew.
But the emergence of new economic forces—globalization and technological change—along with relatively recent regulatory and policy changes have weakened the dynamics that once favored regional convergence. The prosperity generated in the new economy has failed to lift up all regions. Today, some places are the beneficiaries of economic change while others are its victims. Or, as the University of California, Berkeley economist Enrico Moretti has summarized, prosperity is now accumulating in a handful of cities with the “right” industries and pools of well-educated workers. By contrast, cities and towns at the other extreme, the ones with the “wrong industries and a limited human capital base,” are stuck with dead-end jobs and low average wages.4 The result is a distinct geography of growth and decline that challenges the longstanding, mainstream economic assumption of regional convergence.

Key findings

Cities with larger foreign-born populations and homeowners have higher home prices. Prices for the top 10 cities average $491,750 compared with $167,560 for the bottom 10.

But the lead city has modest home prices. Miami is top of the list with 26% of homes owned by foreign-born residents, but has a median price of just $278,700.

Immigrants love the coasts. The rest of the top five are also coastal cities, all in California with 17% and higher foreign-born homeownership rates and home prices above $300,000.

Some bargains are available. In addition to Miami, more affordable cities with high immigrant populations include Houston at No. 6 and Las Vegas at No. 7.

Cheaper cities are mostly shunned. Immigrants show little interest in bargain hunting in the cities towards the bottom of the list. The percentage of foreign-born homeowners in the bottom five cities is below 3%, despite home prices averaging about $160,000.
