What is your excuse for not going outside?
One of the most common excuses I hear from my friends, that stops them from going and playing outside is that they don't have the right gear. It doesn't take much to go and play outside for most of the year. Some of my favourite hikes have been in cheap hiking boots and makeshift layers and jackets.
This is not the problem we had when we were students and could barely afford high quality gear. This is only an issue when you have expendible income.
By no means, I am advocating for anybody to put themselves out there in unsafe conditions. But remember you don't have to buy and own every gear that you need. You can always improvise, rent or borrow. After all, excuses are just excuses.
And as @markmoments shows here, an umbrella can do the job when you don't have a rain jacket.
Keep it light. Keep it simple.
