Autism can make everyday interactions challenging, especially during times of stress, and situations involving first responders tend to be stressful. The behavioral characteristics of autism, including lack of eye contact and fidgeting, can look like suspicious behavior to a police officer. Scripting can be mistakenly interpreted as a confession. These misunderstandings can lead to grave consequences for individuals on the autism spectrum.

There have been many programs aimed at training police officers and other first responders on the behavioral differences of autism, but in the heat of the moment, many professionals may not be able to tell the difference. Several organizations, including Autism Speaks, offer ID cards explaining the individual’s diagnosis, and ways in which their behavior may be misinterpreted. These cards usually include a contact phone number to allow first responders to locate guardians or other advocates for the individual, and can be especially useful in cases of wandering.

Some states have gone as far as creating laws distributing ID cards to individuals diagnosed with autism. The Alabama Department of Public Safety partnered with the Autism Society of Alabama created ID cards individuals with autism can present to police officers and other first responders explaining their diagnosis. Advocates hope these cards will be a useful tool to help police officers understand the difference between suspicious, impaired behaviors and those that are a manifestation of autism.

A similar program has been implemented in Florida, where the University of Miami Center for Autism Related Disabilities (CARD) and the Disability Independence Group (DIG) collaborated with the Coral Gables police department to create ID cards. Diane Andreon, associate director of UM-CARD, said,

CLARKSVILLE, Tenn. — The Tennessee Department of Safety and Homeland Security rolled out a new feature Thursday designed to help residents in emergency situations thanks largely to a Clarksville woman who was in a wreck with her son who has autism.

Using the new feature, driver's license and state identification card holders may submit emergency contact information online that will be added to the driver's license database. That information will then be available by law enforcement if the license holder or card holder is involved in an accident or emergency and is unable to communicate with first responders.

Margaret Davis of Clarksville "is the brainchild behind the new feature," according to a Montgomery County Sheriff's Office news release. After an accident in which she and her son with autism were barely able to convey emergency contact information to first responders, the idea was conceived to develop a system tied into the driver’s license database. “When citizens and elected officials work together, great things come from it," Davis said. "Residents of Tennessee are safer now." License or card holders may submit the name of an emergency contact person and the contact’s phone number and email address. More than one emergency contact may be submitted.

At the request of Rep. Joe Pitts (D-Clarksville), the state recently added the capability to define the relationship of the emergency contact to the license or card holder, which could be necessary in some emergency situations. 🌟Read the full article at:

Advocates Say Autism Recognition Will Help Raise Awareness and Understanding

AURORA, Ill. - Individuals with Autism Spectrum Disorder would be better able to communicate with first responders under legislation sponsored by state Rep. Stephanie Kifowit, D-Oswego, which would create an Autism Spectrum Disorder ID card. "Those who have autism spectrum disorder sometimes display characteristics that law enforcement could have difficulty differentiating from evasive or suspicious behaviors, especially during stressful and fast paced situations like a traffic stop," Kifowit said. "Allowing individuals with autism or their family members to conveniently share that knowledge with an ID card may help improve relationships with professionals and community members." Kifowit's House Bill 4257 requires the Department of Human Services to create an Autism Spectrum Disorder ID card for those who have been medically diagnosed with the condition. Applicants would have to verify their condition through a physician. The wallet ID would also be available for purchase by guardians of those with autism.

Kifowit's idea for this legislation came from an Alabama program started in 2014. The Alabama Department of Public Safety partnered with the Autism Society of Alabama to create an ID card for individuals with autism spectrum disorder. The card states: I Have Autism Spectrum Disorder. I have been medically diagnosed with autism spectrum disorder. My medical condition impairs my ability to communicate with others. As a result I may have difficulty understanding your directions, and I may not be able to respond to your questions. I may also become physically agitated if you touch me or move too close to me. "My bill (A-4662) says that people that have autism or intellectual or other developmental disabilities would be furnished with an identification card so that if first responders had to respond to a situation they may be able to get more information and maybe make a bad situation a little bit better,” said Assemblyman Sean Kean (R-Wall). Under the bill, the DOH would post on its website an application form for the card, directions to fill it out and any other information deemed necessary. Printed copies of the form and information would also have to be made available upon request. “This is not a mandate. This would provide people who want to have this with the ability to have this. It is optional so then you have the opportunity to get this and at no point would we want to put somebody’s privacy into play,” Kean said.

To obtain the card, the application would have to include a statement signed by a doctor certifying that the applicant has autism or an intellectual or other developmental disability. The bill provides for a $10 fee to offset the cost of the cards, but that could be waived by the DOH.

The cards would be designed to fit in a standard wallet.

A DOH spokesperson said the department does not comment on pending legislation, but added that DOH has already created a training program for EMTs to educate them about developmental disabilities, as required.
