In surfing photography, the focussing points should be set for a "small cluster", and so should the metering mode be set for the smallest possible "Spot" or " Centre-weighted" metering cluster.
The latest SONY Full Frame Alpha bodies allow you to link the metering points to the focussing poits, which is an awesome feature, as you can then toggle your focussing point/cluster to an optimum position in the viewfinder, and compose "In camera", saving the amount of cropping in later post production...This also provides very accurate light distribution in an image.
However, DSLR and shooters of other brands which don't have the facility to link the metering points to the focussing points, you should simply set "Centre weighted"/"Spot" metering, and leave the position of the cluster in the centre of the the viewfinder...... You then simply use the centre of the frame / viewfinderto aim at the subject, and capture the image...Then in post production, you can crop to compose the image in a more aesthetic composition...... When the ocean is very clean, (blue/green), the strong contrast between the white water part of the breaking wave, and the dark, undisturbed water, makes the white water very bright, and the exposure difference between the dark, undisturbed water, and the bright, white water, makes perfect metering a tricky task to achieve an image which is neither over-exposed or under-exposed..... May I suggest that in conditions like this, you then set the "EV Compensation" setting to -2EV .....
